Who we are
Courtney Jordan, Esq., an enrolled citizen of the Cherokee Nation, brings a rare and powerful combination of lived experience, legal expertise, and policy insight to her consulting work in Indian Country. With over a decade of practice spanning tribal, federal, and private sectors, Courtney is uniquely equipped to support Tribal Nations in navigating the complex legal and policy landscapes that impact sovereignty, self-determination, and community well-being.
Courtney’s foundation in federal Indian law and tribal governance is both deep and practical. She has served as Assistant Solicitor General and Tribal Liaison, and as Assistant Attorney General for the Cherokee Nation, where she advised on constitutional matters, legislative drafting, and intergovernmental negotiations. These roles gave her firsthand knowledge of the internal and external challenges Tribal Nations face—and the tools to craft tailored, strategic solutions.
Her experience as a former Assistant United States Attorney further distinguishes her among Indian Country consultants. In that role, Courtney prosecuted high-stakes federal criminal cases with a focus on crimes arising in Indian Country, earning the Executive Office for United States Attorneys Director’s Award for Superior Performance in Indian Country. This prosecutorial background gives her unmatched insight into how federal systems operate in and around tribal lands—insight she now uses to strengthen tribal capacity and defense strategies.
Courtney has also contributed to national advocacy and policy development as a Legal Analyst and Director of Advocacy, and she continues to educate the next generation of Native legal professionals as an Adjunct Professor in the University of Tulsa’s Master’s in Indian Law Program.
With a J.D. from the University of Iowa College of Law and a B.A. in Political Science from Oklahoma State University, Courtney is admitted to practice before the Supreme Court of Oklahoma, the U.S. District Court for the Eastern District of Oklahoma, and the Tenth Circuit Court of Appeals. Through Suli Strategies, LLC, she partners with Tribal Nations, nonprofits, and allied organizations to advance sovereign governance, defend tribal interests, and implement culturally informed legal and policy solutions.
